The project involves a small lot subdivision at 1666 N Alvarado under case number VTT-84834-SL-VHCA. The project will create five separate small lots. A part of Effie Street is proposed to be vacated to increase the size of the project site by about 4,500 square feet.

Applicant Joanne Kootsikas of Blue Ribbon LLC 401K PSP, represented by George Andrews, has applied for the purpose of facilitating urban renewal. The plan addresses modern urban design needs while ensuring alignment with city planning guidelines. The case was officially submitted on May 9, 2025.

The subdivision of the small lot into five new sections highlights a creative solution to city space. Vacating part of Effie Street adds approximately 4,500 square feet to the project site. The development, initially announced on February 5, 2022, benefits from Transit Oriented Communities incentives that permit a larger building design while retaining four of its units for extremely low-income affordable housing.
