Toro Development Company (TDC) has broken ground on Overlook, a 301-unit multifamily community at Cumming City Center. The residential project will be a new addition to the existing mixed-use district. The first units will be delivered in 2027.
Overlook Planned at 75-Acre Cumming City Center

Cumming City Center spans 75 acres, featuring a mix of restaurants, green space, retail, and walking trails. It also includes a new municipal building and an amphitheater for community events. The development of Overlook will add to the mixed-use environment with carefully designed multifamily residences.
Amenities will include a resort-style pool, sky lounge, dog park, and micro-offices. It will also include a fitness center, sky lounge, and social courtyards.
“Overlook will build on the strong momentum already established at Cumming City Center, adding vibrancy and ‘feet and street’ to this dynamic community,” said John Kelley, Managing Partner and Chief Development Officer at TDC.
“Our experience shows that thoughtfully integrated multifamily plays a critical role in activating mixed-use communities and driving the success of all surrounding uses,” Kelley added.
TDC’s Ongoing Projects and Vision
Led by veteran developer Mark Toro, Toro Development Company has developed several multifamily and mixed-use projects. Some of these include Anthem on Ashley, Edge OTB, and BOHO4W, which is now Camden Fourth Ward.
The company is also developing Medley, a 43-acre mixed-use community in Johns Creek. Medley is set to celebrate its Grand Opening on October 29. The development will feature 164,000 square feet of restaurant, entertainment, and retail space.
The project also has 750 multifamily residences, 133 luxury, for-sale townhomes, and a 150-key boutique hotel. It offers about 110,000 square feet of lifestyle office space and a 25,000-square-foot plaza with up to 200 events every year.
With Overlook underway, the company continues to grow its portfolio of mixed-use communities across the region.
