Virginia Steel Contractor Operating for 60+ Years Files for Chapter 11 Bankruptcy

Norfolk, Virginia-based FRB, LLC initiated bankruptcy proceedings on September 7, 2026. The company does business as Chesapeake Bay Steel, a structural steel fabrication and erection contractor. Court records do not show the reasons that may have led to the filing.

The filing comes as the metal fabrication industry faced falling steel prices and weaker seasonal demand in last year’s final quarter.

According to Corporate Finance Associates, structural steel prices fell 6.63% in late 2025, while steel production also dropped by about 140,000 to 150,000 tons per week during maintenance work. The industry also faced a seasonal drop in demand during the period, adding to the pressures of different metal fabrication businesses.

Court records show that the company was involved in a foreclosure action involving property at 3460 Strathmore Ave. in Norfolk. The foreclosure was scheduled for September 8, 2026, at 10:20 a.m.
