The GNR County Health Department conducted a routine health inspection at C & L Jamaican Restaurant on October 6. The inspection identified multiple health code violations, resulting in a score of 68 U.
The violations included inadequate hot-holding temperatures for food, improper thawing methods, and cockroach infestation.

C & L Jamaican Restaurant is an authentic Caribbean restaurant and offers traditional Jamaican comfort food. The violations noted in the inspection report are the following:
- The report stated that the restaurant’s designated PIC lacked knowledge of the employee health policy. The PIC was instructed to learn the required steps for reporting illnesses or preventing the spread of foodborne diseases, and describe the symptoms of diseases by October 9.
- The PIC was also instructed to ensure that food and conditional employees follow required procedures for reporting illnesses and preventing contamination.
- The PIC was unable to provide written procedures for handling vomiting or diarrhea incidents during the inspection. The PIC was advised to provide written procedures for handling such situations and prevent contamination and exposure of employees, consumers, food, and surfaces to vomit or fecal matter by October 16.
- The report noted that the PIC was washing dishes without sanitizer. During the inspection, the PIC was instructed to sanitize and wash the dishes with sanitizer so that the utensils are properly cleaned.
- Several TCS (Time/temperature control for safety) food items, like jerk chicken and mac and cheese, were stored below 135°F. The PIC changed the storage temperature to match the required temperature of 135°F or above.
- The report noted that multiple TCS foods, including chicken and red snapper, were stored in the walk-in cooler for more than 24 hours without date markings. The PIC marked the food items that were stored for more than 24 hours with proper date markings.

- The staff was instructed that ready-to-eat food that is kept for more than 24 hours must be labeled with proper date marking of preparation or should be used or discarded. Food items kept at 41°F or below can be stored up to 7 days (counted from their preparation day).
- Lighters were stored above the prep table with open containers and had seasoning inside. The PIC relocated the lighters to a proper location. The PIC was instructed that poisonous or toxic materials should be stored away from food items to prevent contamination.
- A frozen chicken was being improperly thawed in a sink without being submerged under running water or placed in a refrigerator. The PIC was instructed to move the chicken into the walk-in cooler.
- Accumulated debris and residue were found on shelving and walls. The staff was instructed to clean and keep the surfaces free from dust, debris, and food residue.
- The inspection report also noted cockroach activity throughout the kitchen of the restaurant. A dead cockroach was found in the hand-washing sink. Several cockroaches were crawling on the floors, and a live cockroach was found over the 3-compartment sink.
- The restaurant was instructed to eliminate the cockroach infestation by using approved methods by October 16.

Follow-Up Inspection

Due to its unsanitary condition, the restaurant received a low score following the health inspection. An informal reinspection will be conducted on October 9.
The restaurant received a score of 68 U after inspectors documented multiple health code violations. The restaurant is required to correct all violations before the follow-up inspection on October 16.
