A 204-Unit Affordable Housing Project Just Broke Ground in Roswell

Pennrose and the Roswell Housing Authority broke ground on RHA Redevelopment Phase I, a 204-unit affordable, energy-efficient community set for completion in early 2027.

Stepping on a huge milestone, Pennrose, in partnership with the Roswell Housing Authority (RHA) and other project partners, officially broke ground on RHA Redevelopment Phase I. The Housing Initiative project will feature a 2-phase transformation of the Pelfrey Pines housing site into a 204-unit affordable housing community.

Transforming Roswell: The Groundbreaking of RHA Redevelopment Phase I

Pennrose partnered with Roswell Housing Authority (RHA), and other project partners have officially broken ground on RHA Redevelopment Phase I. This development project is a major step toward transforming the former Pelfrey Pines housing site into a 204-unit affordable, energy-efficient community. The completion of Phase I is scheduled for early 2027.

With over 50 years of experience, Pennrose has been a leading national developer and has built affordable, mixed-income, and mixed-use communities. Talking about its partnership, Will Eckstein, regional vice president at Pennrose, said, “We’re proud to join the Roswell Housing Authority in breathing new life into the site and helping to ensure residents of all incomes have access to the opportunities and amenities that make Roswell so special.”

He further added, “By fostering an inclusive, thriving community, we hope the redevelopment will serve as a successful model for integrating quality, mixed-income housing into high-opportunity areas across the state.”

Apart from the Roswell Housing Authority (RHA) and Pennrose, the project partners also include Smith Dalia Architects, H.J. Russell & Company, and Thompson Ehle Company.

Features of the New Affordable Housing Initiative

The RHA Redevelopment Phase I community project will feature 102 modern apartments, 99 one-bedroom and 3 two-bedroom units for households earning between 30% and 80% of the Area Median Income (AMI). Additionally, 50 of the units at the community project will be supported by Low-Income Housing Tax Credits (LIHTC), and the remaining 52 units will be backed by the Rental Assistance Demonstration (RAD) program.

The community units will offer modern and advanced amenities, including a fitness center, community room, rooftop terrace, laundry facilities, and on-site management. The residents can also enjoy easy access to downtown Roswell, trails, parks, schools, and more.

The Phase I project is being funded by the following:

  • $4.7 million from Georgia DCA ERA2
  • $3.3 million from DCA National Housing Trust Fund
  • $2 million from the City of Roswell
  • $3.6 million from the Community Foundation for Greater Atlanta’s “TogetherATL Funds”

Revitalizing Pelfrey Pines

In early 2025, the former 95-unit Pelfrey Pines was demolished due to disrepair. The second phase of the RHA Redevelopment project will be developed across the street and will add 102 more affordable housing units, which will bring the total number to 204 housing units.

Almost half of the units will be subsidized by the RAD funds and will ensure that residents from the original Pelfrey Pines site will have the first access to return at the same rent arrangement.

The RHA Redevelopment project showcases Atlanta’s strong commitment to the revitalization of the community and provides affordable housing units to the Roswell residents. With Pennrose’s decades-old experience and RHA’s local leadership, the project is set to become a vibrant, inclusive, and affordable neighborhood.
