A multifamily land development permit application has been filed for a 191-unit apartment complex in Atlanta’s Riverside neighborhood at the southwestern corner of Bolton Road and James Jackson Parkway, according to city records.
Submitted last week, the filing, which shows a cost of construction of just over $3 million for site preparation work, lists as the applicant behind the project Garrison McMillan, principal of developer Tellus Partners.
A company webpage for the project describes it a “as a market rate apartment community in an area that is primed for rapid growth” and says Varden Capital is also involved.
“Over the past five years, the Upper Westside has transformed enormously,” it reads. “Gone are the days of empty warehouses of a bygone era. Today residents are treated to a premier live-work-play destination filled with award winning restaurants, boutique retailers, and eclectic art galleries.”
Tellus Partners didn’t respond to request for comment.
The complex will contain a mix of one-bedrooms and two-bedrooms ranging from 672 square feet to 1,177 square feet, according to the project webpage. Also shown is a list of amenities including a fitness center, resort-style pool, outdoor kitchen, game room and lounge, clubhouse, theater room, yoga room, co-working space, and more.
This month’s filing also lists Atlanta-based English & Associates Architects as the project architect.
Tellus Partners is a developer, owner, and operator of multifamily properties in the Southeast. It has developed, acquired, and renovated more than 3,000 units, according to its website.
Varden Capital is a real estate investment company headquartered in Atlanta. Its investments include a medical office building in Buckhead being developed by The Gipson Company.

Interesting. What the picture doesn’t show is that this land parcel is directly below the high tension power lines from the Plant Atkinson power plant. I assumed that GA Power owned it as right of way or had an easement that prohibited any construction under the lines.

The map above is incorrect. The project is at the corner or Bolton Road and James Jackson Pkwy behind the building with Bellwood Coffee.
