Target has filed plans for a 129,490-square-foot store in Houston, according to the Texas Department of Licensing and Regulation. The project at 4000 N. Shepherd Drive is slated to break ground in April 2026, filings show.

Target Files Plans for Major Retail Project in Houston
Target is set to open a new retail location at the site once home to the longtime Sears store in north Houston, which served the community for more than seven decades before closing in 2020.
The filing with the Texas Department of Licensing and Regulation (TLDR) states that the construction on the new Target store will start on April 17, 2026. Construction is expected to wrap up by March 25, 2027.
The store will be designed by Minnesota-based RSP Architects. Although plans filed with TDLR can change, they represent a significant step forward for the long-uncertain future of the historic site.
Garden Oaks Landmark Gets a Second Life
Sears at the Garden Oaks location was first established in 1949. It was known for its art deco-style, which has been a huge part of the local life over the years.
The Sears sign became a Houston landmark, remembered by longtime residents as a symbol of the area’s mid-century retail boom. After serving the surrounding communities for decades, Sears had witnessed a national decline and was demolished in 2020.
The sign still stands today, after local businesses, preservation groups, and a former city council member pushed to save the decades-old structure.
The planned arrival of Target at the former Garden Oaks Sears site marks a new chapter for a location deeply rooted in Houston’s retail history.
