17-Unit Mid-Rise Approved For Westchester Area

The four-story project will replace a fourplex along Kittyhawk Avenue

The Los Angeles planning department has given approvals to plans for a 56-foot-tall multifamily project at 7130 – 7134 Kittyhawk Ave. in the Westchester neighborhood, a determination letter filed by the city last week shows. The developer behind the project is Kamyar Moshfegh of Agile Development Group, plans show.

The project would replace a fourplex at the roughly 9,000-square-foot site with a four-story, 17-unit multifamily building, totaling about 18,000 square feet of new construction. Plans call for 10 one-bedrooms and seven two-bedrooms, with two units set aside for very low-income households.

The Westchester development will provide 18 automobile parking spots in an underground garage, along with 19 bicycle spots, plans show.

Approvals for the project include a 35-percent density bonus and 11-foot height increase (to 56 feet), among other on-menu incentives.

Others involved in the project include Matthew Hayden of Hayden Planning, the project representative. The project architect is shown as Sherman Oaks-based Sammie Tabrizi Architect, according to drawings for the development.

Aventino Villas LLC, an entity registered by Moshfegh, acquired the four-unit project site for about $1.6 million, according to a transaction recorded with Los Angeles County in 2019.
