27-Unit Apartment Plans For Palms Under Neighborhood Review

Designs by Mika Design Group call for a five-story building with a mix of one-bedroom units and two-bedroom units

The Palms Neighborhood Council‘s Planning and Land Use Management Committee on Wednesday will review plans by Kalnel Gardens LLC for a five-story, 27-unit apartment project to replace a single-family home and duplex on Kelton Avenue, according to its meeting agenda.

Named Kelton Apartments in planning documents, the proposed development would take shape at 3730 – 3736 Kelton Ave., rising to a maximum height of 56 feet and holding 12 one-bedroom units and 15 two-bedrooms, plans show. Designs are being led by Studio City-based Mika Design Group.

An affiliate of Kalnel Gardens first filed plans for the Palms site earlier this year. The development company is managed by Mark Judaken and acquired the duplex at the project site through an affiliate last year for about $1.2 million, county property records show.

The developer is seeking city approvals for Tier-2 project incentives under the city’s Transit Oriented Communities Incentive Program, including a 50-percent density bonus and 11-foot height increase to the planned maximum height of 56 feet, according to planning documents. It would reserve five units for very low-income households, per the TOC program, plans show.

Plans also call for amenities such as 1,042 square feet of rooftop open space, as well as 19 parking spaces.
