47-Room Figueroa Corridor Hotel Project Under Neighborhood Planning Review

Plans call for restaurant and retail space as well

The Empowerment Congress North Area Neighborhood Development Council Tuesday evening will review plans for the construction of a five-story, 47-key hotel at 2813 and 2819 Flower St. in the South Figueroa Corridor area, the council’s meeting agenda shows. The applicant for the project is listed as KTT Investments LLC, an Alhambra based joint venture formed by Hsiao-Chen Chen, state business filings show.

Leading the project is Opsis Capital Fund, according to Opsis Capital Managing Partner Tony Chou, the developer for the project.

Submitted late last year, the proposed plans would replace the two-parcel project site’s three commercial buildings with the new hotel building, which would also have a 2,215-square-foot restaurant, a 714-square-foot cafe, a 438-square-foot convenience store, and rooftop and other outdoor dining space.

Plans also call for the construction of an at-grade and underground parking structure.

Also involved in the project is LA-based project representative FE Design & Consulting and architectural firm DK Design Workshop.

Both FE Design & Consulting Project Manager Tari Kuvhenguhwa and DK Design Workshop principal Dong Woo Kim will present the project to NANDC board members for action and discussion Tuesday evening.

The proposed project would be one block south of where student housing developer Core Spaces is planning a 157-unit project. The latter is going before the Los Angeles Planning Commission on Thursday.
