74-Unit Rampart Village Project Receives Approvals

The project will replace three four-unit apartment buildings that have been demolished

The Los Angeles planning department has given approvals to 139 Occidental, a six-story, 74-unit apartment project in the Rampart Village neighborhood, according to a weekly planning case report. The applicant behind the project is Karlin & Peebles attorney Thomas Giordano of Spudland LLC.

The project will replace three four-unit apartment buildings – for which demolition permits were issued in 2018 – with a new 69-foot-tall, roughly 60,000-square-foot residential building. The unit mix will consist of 10 studios, 46 one-bedrooms, and 18 two-bedrooms, with plans also calling for open space including common courtyards, a roof deck, and private balconies and decks.

Per Tier-1 project incentives under the city’s transit-oriented communities program, 139 Occidental will set aside nine units for lower income households: six for extremely low-income households, one very low-income unit, and two low-income units.

The provide will also provide 79 vehicle parking spaces and 64 bicycle spaces through at-grade and subterranean parking.

The project site was acquired through Spudland LLC for about $4 million, according to a transaction recorded with LA County last year. The entity lists as members in state filings Equiom Trust, which is a trustee, as well as Maximus92 LLC, which itself was registered by Giordano and counts Peter Wilson of Santa Monica as a member, state filings show.

Also involved in the development is project representative Matthew Hayden of Hayden Planning, as well as architecture studio Mika Design Group, plans show.
