A local property owner is seeking Tier-2 status for his proposed project under the city's TOC program

A property owner submitted documents on Tuesday detailing plans to build a five-story, 16-unit apartment building in the Wilshire Park area, new planning documents show. The applicant and property owner, Todd Weiss of 963 South Wilton Investors LLC, is looking for the apartment development to be built as a Tier-2 project under the Los Angeles Transit-Oriented Communities Incentive Program, which would grant it an increase in permitted height from 45 feet to 56 feet.

Plans call for four levels of dwellings over a subterranean parking garage, with 14-market rate units divided by one studio, six one-bedrooms, and seven two-bedrooms. As a potential Tier-2 project, 963 South Wilton would have two units will be set aside for extremely low-income households. The garage will hold 12 parking spaces, and it combined with the residential component will make up about 17,000 square feet of new construction at the existing 8,222-square-foot vacant lot. The Moderne-style project will also have about 2,000 square feet of open space, including large balconies on both sides of the building, and it will include a ground-floor recreation room, according to plans filed with the planning department.

Listed as project representative is Heather Lee, a land-use consultant, under the Studio City address of architect and developer The Ketter Group. John Friedman, a senior project architect with The Ketter Group, is shown as the project architect.
