Highland Park Neighborhood To Review Proposed 33-Unit Mixed-Use Project

Developer Skya Ventures is behind the project, which would feature mostly five-bedrooms

The Historic Highland Park Neighborhood Council‘s Land Use Committee will discuss and possibly take action on 141 N. Avenue 64, a 33-unit mixed-use project proposed by an affiliate of developer Skya Ventures, the committee’s Tuesday evening meeting agenda shows.

The development would involve demolishing the project site’s existing surface parking lot and billboard to make way for a new three-story, 59,062-square-foot mixed-use building with 1,960 square feet of commercial space. The project applicant is seeking Tier-1 project incentives under the city’s transit-oriented communities program, including a 50-percent density bonus of 11 units to the 33 total, and an 11-foot height increase to about 41 feet.

Filed last year, plans call for 28 five-bedrooms, two four-bedrooms, and three studio units over two levels of subterranean parking with 93 automobile spaces. Amenities at the proposed project, which would set aside three units for extremely low-income households, include a gym and a movie room. The Highland Park community would also feature 37 bicycle spots and about 5,500 square feet of open space total.

An affiliate of Skya Ventures purchased the 29,965-square-foot, four-parcel project site last year for about $5.1 million, county records show. It sits on the southwest corner of the intersection of North Avenue 64 and Garvanza Avenue and has been used as a Rite Aid parking lot.

The Skya Ventures affiliate is listed alongside the Tarzana address of multifamily investment firm Gelt, which on its website shows Skya Ventures as an affiliated company.

Led by founder and principal Gelena Skya-Wasserman, Skya Ventures is joined by project architect Green City Building Co. and project representative Alix Wisner of land-use law firm Armbruster Goldsmith & Delvac on the Highland Park development.
