Melrose Hill-Area Apartment Plans Receive Green Light

Rising near Melrose and Western Avenues, Serrano Apartments will hold 21 three-bedroom units

The Los Angeles planning department has approved plans for a five-story, 22-unit apartment project just south of Melrose Hill at 608 – 612 N. Serrano Ave., according to a determination letter posted by the city last week.

The planned development is being led by Damh Serrano LLC, an affiliate of Innova Capital Group, which owns the two single-family dwellings that will be replaced by the new apartment community. Named Serrano Apartments, the development will contain 21 three-bedrooms ranging from 896 to 1,118 square feet and one 1,214-square-foot four-bedroom, all over one level of underground parking, plans show.

Approvals given this month include Tier-2 project incentives under the city’s transit-oriented communities program, including an 11-foot height increase to 56 feet and a 57-percent density bonus to allow for 22 units in the project. The developer will set aside three units for extremely low-income households, per TOC requirements.

The project architect and representative is listed as Los Angeles-based Warren Techentin Architecture, while the landscape architect is shown as Viriditas Design.

The roughly 25,000-square-foot development will offer about 4,000 square feet of open space, including a recreation room, balconies, a rear yard, courtyards, and rooftop deck areas.

Its parking garage will hold space for 23 automobiles and 22 bicycles, plans show.

Damh Serrano LLC acquired the two-property project site in separate transactions over the last two years for $950,000 and $1.07 million, county records show.

Damh Serrano LLC and Innova Capital Group are led by Anish Singla, the latter entity’s CEO, according to its website.
