The Arleta Neighborhood Council Tuesday evening will review plans by a developer for a new four-story, 24-unit apartment building at the southeastern corner of the intersection of Van Nuys Boulevard and Vena Avenue, its meeting agenda shows.
The applicant for the proposed project is listed in planning materials as Armin Gharai of GA Engineering, while project documents on file with the neighborhood council show IM Developers as the development company behind the plans.
The proposed Arleta development would rise at 13906 – 13920 Van Nuys Boulevard, replacing an automotive repair building and a building occupied by Pakistani restaurant Chacha Tandoori.
On Tuesday, council members will vote on whether to approve a draft community impact statement that says the council cannot support the proposed project. Among the concerns expressed in the letter are that the project’s 17 planned parking spaces aren’t enough and that the development would hold for-rent rather than for-sale units.
“Condominiums would encourage more stability and neighborhood cohesiveness in contrast to the transient nature that rental units provide,” the draft impact statement reads.
Project plans call for a 45-foot-tall development with 12 one-bedrooms ranging in size from 775 to 820 square feet and 12 two-bedrooms ranging from 920 to 1,150 square feet. The developer is seeking Tier-3 project approvals under the city’s transit-oriented communities program including a seven-unit density bonus and 25-space reduction in parking, so it would reserve three apartments for extremely low-income households, plans show.
The proposed project would also provide space for 27 bicycles.
