Just a couple of weeks after receiving city planning department approvals, plans for a 350-unit apartment project next to the Northridge Fashion Center shopping mall now face an appeal.
Named Residences at Northridge Fashion Center, the project would consist of a five-story apartment building and six-level parking garage at the southeastern corner of Plummer Street and Shirley Avenue. But appeal documents filed by Northridge West Neighborhood Council member Jennifer Krowne outline concerns about the scale of the proposal, including its effect on parking availability given that it would replace some of the existing mall’s parking spaces within its northwestern corner, arguing that the city should require a smaller project.
“Therefore, I request that the [Los Angeles Department of City Planning] reject this project in its current form and require the applicant to significantly reduce the size, address the various concerns and resubmit its application,” an appeal justification letter reads.
The proposed development is being led by mall owner Brookfield Properties, with designs being steered by architecture firms TCA Architects and Rios, plans show.
If its approvals are sustained, the Residences at Northridge Fashion Center development will include 92 studio apartments, 176 one-bedrooms, and 82 two-bedrooms, along with an array of residential amenities. It would also provide 466 parking spaces in the planned above-grade parking garage, as well as space for 224 bicycles.
