Panorama City Office, Retail Mixed-Use Project To Go Before Planning Commission

The project would rise alongside existing commercial buildings within the Panorama Village Shopping Center

The North Valley Area Planning Commission on Thursday will review plans for a 15,468-square-foot mixed-use retail and office project proposed for Terra Bella Street in Panorama City. Envisioned for 14541 West Terra Bella St., the parking lot of the small Panorama Village Shopping Center, the project is being proposed by property owner Edmond Hagooli of Panorama Center I LLC.

Plans call for the three existing buildings at the 77,701-square-foot project site – an approximately 6,500-square-foot grocery store, 6,180-square-foot restaurant, and 11,570-square-foot movie theater building being used as a church – to remain. Alongside those existing structures would rise a new two-story building with a maximum height of 34 feet, as well as 163 vehicular parking spaces and 16 bicycle spaces. The entire shopping center site is enclosed to the west by Van Nuys Boulevard, to the south by Nordoff Street, and to the east by Terra Bella Street, which runs diagonally toward the southwest.

The various parcels making up the project site were purchased by Panorama Center I LLC for about $7.75 million in 2006, according to county records.

Other companies involved in the project, named Terra Bella Development, include project architect El Bayar Design & Development Group and project representative QES, a Van Nuys-based land use entitlements consulting company.
