Seven-Story, 138-Unit Project Planned In NoHo Arts District

The development would rise to a maximum height of about 67 feet

The owner of three parcels along Hartsook Street in the Noho Arts District has submitted plans for a seven-story, 138-unit apartment project, a planning case opened by the city this week shows. The applicant and owner behind the proposed development is The Andalucia LLC, a company registered at the address of Glendale-based developer LJ Properties.

Named Sofi in application documents, the project would replace one 11-unit property, one four-unit property, and one vacant lot at 11043 – 11057 and 11101 – 11103 Hartsook St. Plans call for 72 studios with an average size of 450 square feet, 55 ones averaging 610 square feet, and 11 twos averaging 800 square feet.

The developer is requesting Tier-3 project bonuses under the city’s transit-oriented communities program, including a 70-percent density bonus above the 81-unit base density, 22-foot height increase to 67 feet, and parking minimum reduction to 69 spaces in lieu of 144 allowed otherwise. Per TOC requirements, the developer would set aside 15 units for extremely low-income households, plans show.

Residents would have access to a two-level underground parking garage from Hartsook Street that would also have 77 bicycle spaces.

Planned amenities include a gym, recreation room, private balconies, a courtyard, and a rooftop pool deck.

Also involved in the development is project architect Sam Aslanian, landscape architect Susan E. McEowen, and project representative Athena Novak of AHN & Associates.

The company with ties to LJ Properties acquired the project site through a pair of transactions in 2018 totaling roughly $6.6 million, according to Los Angeles County property records.
