Too Sweet Cakes Opening First Brick-and-Mortar

Too Sweet Cakes, a boutique bakery with a heartfelt mission to “love people well through pastries,” is getting ready to open its first brick-and-mortar location within the redeveloped Paradise Valley Mall, which was located at 4568 East Cactus Road.

Founded in 2016 by Shelbi Geyer, who began crafting recipes at the age of seven, the bakery opened its first location in Bend, Oregon, in 2018. After expanding to Lake Oswego, Oregon, Too Sweet Cakes brought its sweet creations to Arizona, selling mainly through online orders. Now, Too Sweet Cakes is ready to open its first storefront in PV, according to a press release. Making the leap from local favorite to storefront, this locally owned boutique bakery will open its first brick-and-mortar location in 2026 in a 1,700-square-foot space north of Cala. Guests can expect sweet and savory pastries, decadent cakes, cookies, and breakfast items like croissants, burritos, and breakfast sandwiches.

This isn’t the only concept recently announced for the redeveloped PV Shopping Center. PV will mark the first expansion for Cala, a concept created by Phoenix-based hospitality firm Clive Collective, founded by Justin Massei and Mikis Troyan. Helmed by Food Network star Chef Beau MacMillan, Cala first opened in Scottsdale in 2022 to widespread acclaim for its coastal European menu, lush interiors, and magnetic atmosphere. Chef MacMillan’s culinary vision is centered around seasonal, ingredient-forward plates, drawing inspiration from the Italian Riviera to the Greek Islands and beyond. The 6,500-square-foot restaurant is slated to open in 2026 west of Blanco Reserva Cocina + Cantina.

Adding to PV’s culinary offerings is Harry & Izzy’s, a celebrated upscale American grill making its Arizona debut in a standalone 8,300-square-foot building at the northeast corner of the park block in 2026. The sophisticated yet approachable concept, a sister restaurant to the iconic St. Elmo Steak House in Indianapolis, is beloved for its classically inspired menu, lively bar, and richly designed interiors. Other recently announced tenants include Velvet Taco, FACE FOUNDRIE, and Zara Nail Bar, all expected to open next year.

Spanning more than 100 acres in the heart of Phoenix and anchored by a centrally located park that regularly hosts community events, PV is a landmark redevelopment that transforms the former mall into a next-generation destination for living, working, shopping, and dining. The first phase of retail is 100% leased. It features a wide variety of culinary and lifestyle brands that are now open, including Whole Foods Market, Blanco Reserva Cocina + Cantina, Flower Child, Trevor’s Liquor, Sephora, European Wax Center, Hammer & Nails, SkinSpirit, and The Melt. Tenants set to open in May include Wren House Brewing Co., Hawaiian Bros Island Grill, Frost Gelato Shoppe, and Distinctive Salon & Spa. Additional upcoming openings include Federal Pizza and The Vig, with opening dates to be announced.

In addition to dining and retail, the development includes AVE Paradise Valley, a 400-residence luxury apartment community, and a dedicated headquarters building for Fender Musical Instruments Corp. set to open in 2025. Construction is underway on a 335-unit luxury apartment community by Transwestern Development Company, featuring studio to three-bedroom floor plans and an array of amenities, including a resort-style pool, a state-of-the-art fitness facility, and a resident rooftop lounge. The first units are anticipated to debut in late 2026. Also in progress are Lifetime and Lifetime Living, a first-of-its-kind integrated athletic country club and luxury-for-lease residence slated to open in 2026 and 2027, respectively.
