Major and minor violations led some restaurants to receive unsatisfactory health inspection scores. On March 17, 2025, the Department of Environmental Health and Quality of San Diego County ordered the temporary closure of two restaurants.

Restaurants Ordered Closed Due to Violations

Health inspections are routinely conducted by Health Inspection Department. Inspection scores are determined based on compliance with health regulations. Restaurants that fail to get a minimum required score are given results and further inspection orders accordingly.

  • Date – March 17, 2025

Thaicy Rolls is a dessert shop that serves rolled ice cream, fruit sorbet rolls, and protein ice cream. The outlet had one major vermin violation. The two minor violations were regarding proper handwashing facilities and food contact surfaces. Equipment and utensils that were not currently in use were unclean to sight and touch. Utensils were not cleaned at a frequency necessary to preclude accumulation of soil.

Food employees are prohibited from handling animals or pets during working hours. Live animals should be prohibited in the food facility. Operators are asked to provide handwashing soap and sanitary single-use towels or drying devices for the workers in dispensers. All food contact surfaces, utensils, and equipment must be cleaned and sanitized.

Nonfood contact surface cleanliness and floors, walls, and ceilings were out of compliance. Shelves and dishware storage were dirty and there was grease accumulation on the sides of the deep fryer.

The outlet of Bienestar Total was found to have a minor vermin violation, which is why it was ordered closed. Earlier also on March 12, 2025, the outlet was ordered closed due to major vermin and an out-of-compliance permit.

Minor vermin violations included non-disease-carrying insects present in the facility, the presence of active infestation by rodents or disease-carrying vectors in a non-preparation area, and non-service animals allowed in a food facility. Inspectors instructed the establishment to maintain cleanliness and eliminate vermin.

Follow-Up Inspections Scheduled

All four restaurants have been ordered to be closed until further inspection. The first two restaurants mentioned above are scheduled for routine inspections. The areas of the outlets that are used for food service will be thoroughly inspected again. Before re-opening, the restaurant has to ensure that all violations are fixed.

For the other two restaurants, the authorities will visit again to verify compliance with an official notice of violation, as a re-inspection has been ordered. If the restaurants meet the required health standards in the follow-up inspection, they will be permitted to reopen.

The health department emphasized the need for compliance with hygiene and food safety regulations. Food establishments are required to comply with food safety regulations to ensure public health.
