On April 11, 2025, the Pinole Planning Commission approved the long-pending proposal for the construction of Appian Village on the former Doctor’s Medical Center site. The developer DeNova Homes has planned 26 buildings for this 7.38-acre site at 2151 Appian Way.

154-Unit Housing Project Approved for Appian Village
The developer, DeNova Homes, has put out an approval for the transformation of Appian Way since 2021. The developer submitted a plan to demolish the existing parking area and the former Doctor’s Medical Center site and construct a new housing unit.
On April 11, 2025, the plan finally got approved by the Pinole Planning Commission. 2151 Appian Way will be redeveloped into Appian Village just south of Maloney Reservoir. The development plan not only focuses on constructing houses in large numbers, but also takes care of amenities and affordability.
How Will the New Housing Project Look?
The new Appian Village housing project will be constructed on a total of 7.38-acre site. DeNova Homes will build 154 homes in 26 three-story buildings. Families purchasing these units will have options to buy a home from 1,400-1,800 square feet of a stacked flat or townhome.
Installation of contemporary amenities will be taken care of by the developer. Spacious streets and appropriate systems of water, sewer, and storm drainage will be included. The development plan also includes building sidewalks, curbs, and walkways. It will create outdoor spaces for children, too. These housing units will cater to every need of a family.
The project got some approvals in 2022. These include an environmental review exemption, a design review, and a tentative map. In the recent meeting, some other feedback was discussed, and the final approval was passed.
Affordability Considerations For New Housing Units
The 2024 income data from the California Department of Housing and Community Development shows the need for affordable housing. Any new development must go hand-in-hand with the situation and needs of the community for holistic growth. So, 20% of the 154 new housing units will be reserved for people of moderate and low income groups, which means 31 houses.
Out of these 20% units, 15% will go to people earning up to 120% of the median income. The other 5% will be for those earning up to 80% of the median income.
It is a unanimous decision to reshape the real estate landscape in Pinole with the approval of the Appian Village housing project. David Hanham, the planning manager, praised the project developers. He admired their teamwork and great design submission.
