Bay Area Rapid Transit (BART) has partnered with a developer to build 618 housing units above the Ashby BART station. The project is part of BART’s broader plan to deliver 20,000 transit-oriented housing units by 2040.

BART Brings a New Housing Project to its Ashby Station

San Francisco’s transit authority, BART, is ready to offer locals in the Bay Area 618 new housing units. These transit-oriented units will be developed above the Ashby BART station. The project moved forward after BART’s board unanimously approved an agreement with Adeline Alliance Partners.

A Negotiation Agreement With the Adeline Alliance Partners

According to the San Francisco Business Times, on July 10, 2025, BART’s board of directors gave unanimous approval to enter into an exclusive negotiation agreement with the Adeline Alliance Partners. Adeline Alliance Partners includes Pacific Companies, SUDA, and Resources for Community Development.

The development will transform the site’s 4.4-acre West Lot into a mixed-use, transit-oriented hub. The proposal includes 618 new homes, half of which will be offered at affordable rates to San Francisco locals.

The affordable units will be distributed across five buildings, each rising up to seven stories. Collectively, the buildings of the new Ashby BART station-based project will span 25,000 square feet of commercial space.

Next, the development team will seek funding for the affordable housing portion of the project. While doing so, the involved parties can continue community engagement in the area. Plus, they can devise a master development plan before negotiations begin for a term sheet and lease options with BART.

The Transit Authority Had Opened an RFP in 2024

BART selected Adeline Alliance Partners after issuing a request for proposals (RFP) in December 2024. Two names, Adeline Alliance Partners and Ashby BART Strategic Alliance Team, had then applied for the project.

The Ashby BART Strategic Alliance Team had proposed 100% affordable housing for 598 housing units. This included buildings with a maximum height of 13 stories and 8,000 square feet of commercial space.

BART ultimately chose Adeline Alliance Partners for its proven experience with similar transit-oriented developments.

BART’s newest housing project marks a step forward in its larger plan to develop about 20,000 transit-oriented housing units over the next 15 years. So far, 22 projects have been completed across 15 BART stations, with eight more in pre-development.
