Janay Boucan and Evonne Bazemore have submitted plans to the City of Atlanta, which prompted the need to rezone the property located at 3455 Martin Luther King Jr. Drive SW from an R-4 Single-family residential district to a C-1 Community Business district to convert the space from a beauty salon to Double Scoop Ice Cream, an ice cream shop headquartered in Stonecrest.

Neighborhood Planning Unit H will be reviewing the request for the rezoning on February 3, 2022. The Zoning Review Board will hear the rezoning on March 3 or 10, 2022.

According to application documents, the proposed project would facilitate the opening is for Double Scoop Ice Cream, a Black-owned ice cream shop headquartered in Stonecrest, Georgia. The owners used to work at the Stonecrest location when they were teenagers and purchased the building in August 2019.

The applicants believe that the proposed project is compatible with the comprehensive development plans in this area. This area has several fast-food restaurants in the area but no dessert options resulting in a “dessert” desert with no quality ice cream/desserts within the area. Further, they argued that as a Black-owned ice cream shop, they are in a position of creating opportunities and positive benefits for the community

This proposed project is the second acquisition, and this commercial building will be used as a drive-thru ice cream shop and not a dine-in or walk-in ice cream shop. The business serves over 50 flavors of ice cream, sundaes, milkshakes and also contains vegan options at their Stonecrest location, but the Atlanta site will have a limited menu consisting of ice cream in a cup or waffle cones.
