The Orange County Health Care Agency performed its routine food safety inspection across eateries on July 2. Luck Gai Cafe failed to meet health inspection standards during a routine review. Health officials ordered a temporary closure after citing multiple violations, including rodent activity, at the Thai restaurant.

On July 2, inspectors from the Orange County Health Care Agency reported several health code violations. Based on the nature of violations during their routine inspection, the on-site inspectors ordered the temporary closure.

Inspection Findings

The food inspectors noticed that Luck Gai Cafe’s staff did not have a California Food Handler Card. They then found that the Thai restaurant did not maintain ideal temperatures for potentially hazardous foods. Items such as raw shrimp and garlic ginger sauce were not kept at safe temperatures, below 41°F or above 135°F.

Inspectors found the hot water temperature at 107°F, short of the mandated 120°F. Inspectors also noted a broken thermometer at the Thai restaurant.

The on-site inspectors then listed a range of hygiene issues at Luck Gai Cafe in their inspection report. Some of these are accumulated food residue on knives and grease on floors under the deep fryers.

Inspectors found evidence of rodent activity throughout the restaurant. Rodents were found under storage racks, on container lids, in lower cabinets, and in other areas. The back door was open at the time of the inspection, creating a risk of pest entry.

The staff at Luck Gai Cafe was thawing potentially hazardous foods like raw shrimp using unapproved methods. Containers of raw chicken were stored above ready-to-eat food items, exposing them to cross-contamination. The inspectors further observed that tongs were stored along the handles of the gas grill, risking contamination.

Food inspectors also reported unlabeled chemical spray bottles at Luck Gai Cafe. Other violations included employee food mingling with facility food and a broken air curtain.

Based on the observations mentioned in the inspection report, Luck Gai Cafe will have to correct the issues noted in the report before follow-up.. Failing to do so may result in further strict actions during a reinspection by the Orange County Health Care Agency.
