Shanghai Rose began as a dim sum cart before expanding into a full-service restaurant in Los Angeles. As per the health inspection conducted on September 8, the facility lacked proper backflow devices and needed plumbing repair.

The inspection found that some of the equipment in use was not approved or properly maintained. Food items were not stored in contamination-free containers, and the nonfood contact surfaces were found unclean.

Hot and cold food holding temperatures were not maintained, as observed during the inspection. Active infestation by insects and rodents was documented during the inspection. Inspectors noted the presence of toxic substances in the facility. Tiles on floors and walls need repair in some places.
