Sacramento County Environmental Management Department conducted a health inspection at food establishments in the County. J’S Railroad Cafe & Tony’s Fried Chicken were flagged by the inspecting officers for violating the food safety code.
J’s Railroad Cafe

J’s Railroad Cafe serves Chinese cuisine and bar-style offerings in Sacramento. A health inspection at the facility revealed the following violations, as listed in the health inspection report:
- Potentially hazardous foods were found outside the recommended holding temperatures.
- According to the report, inspectors observed staff skipping the sanitation step during ware washing, and chlorine sanitizer was measured at 0 ppm.
- An ice machine with black mold-like growth on plastic ice-making components was cited.
- The report mentions that several old rodent droppings in the dry storage area and food ingredient containers at the cook’s line were unclean with a heavy accumulation of residue.
- Uncovered food items were lying in the 4-door reach-in freezer and refrigerator. Unclean squeeze bottles were found at the cook’s line, according to the report.
- Observed a box of onions and 2 bags of rice stored on the floor in the back dry storage area and a knife handle wrapped with unapproved, unsanitary black tape.

Tony’s Fried Chicken is a fast food restaurant that serves drumsticks, wings, and thighs that are perfectly cooked and bursting with flavor. A health inspection was conducted at the restaurant, where the following violations were cited:
- The report highlights the observation of several mouse droppings, a total of about 30, on soda syrup boxes, on prep tables, on shelving with food storage, and in other areas within the facility.
- Employees were observed not following proper procedures for food storage, cooking, reheating, and handling personal items.
- The food safety manager’s certification was not available, as per the report.
- The report mentions that latex gloves were used for food preparation.
- A paper towel was found stored outside the dispenser in the kitchen restroom.
- Several bags of food were kept uncovered in the walk-in freezer.
- A spray bottle with unidentified liquid contents was found in the ware wash area.
- The report cites a bin of dry goods in the rear storage area with a missing label.
- Grocery bags with ink printing were being used to wrap food items stored inside the walk-in freezer and prep cooler reach-in.

Follow-Up Inspection

J’s Railroad Cafe received a yellow placard after the inspection, and now a reinspection is expected within 24-72 hours. The restaurant needs to correct all the violations to receive a green placard.

Tony’s Fried Chicken received a red placard and has been ordered to close temporarily. This was mainly due to the evidence of vermin infestation at the facility. The restaurant is expected to undergo pest control and address other violations as well to get its permit reinstated.
