[Editor’s note: The reports mentioned here are from inspections conducted on December 1 and may not represent the future health inspection status of the food establishments.]
The Sacramento health department conducted a routine inspection at several food establishments, among them two were cited on December 1. Bangkok City Thai Cuisine and Lotus Fusion received a yellow card based on multiple food safety violations noted during the inspection.
Bangkok City Thai Cuisine

- When: December 1, 2025
- Where: 1620 W El Camino Ave #147, Sacramento, CA 95833
According to the health report, the restaurant, which serves Thai dishes, was cited for several violations, including:
- The report stated that food handler cards were incomplete.
- Multiple major temperature violations, noting that a container of bean sprouts in water measured 53°F because only the bottom portion was in contact with ice. Cut tomatoes on the salad/expedite prep table were found at 57°F and were relocated to refrigeration.
- The report noted a major violation involving thin rice noodles on the service table, which lacked required Time as a Public Health Control (TPHC) documentation. Inspectors also observed that the TPHC log had not been updated since July.
- Shell eggs were seen stored above raw vegetables in the three-door refrigerator.
- The report listed numerous unclean areas with accumulated grease, debris, and residue, including ventilation hood filters, the top of the ware machine, undersides of prep cooler handles, and the floor around the cook line. It was also found on the shelf above the first gas stove where solidified grease droplets were present, and the space beneath the second stove.
- An unapproved stack of cardboard was seen being used to prop up a prep cooler wheel.
- The report documented that in-use rice scoops were improperly stored in room-temperature water with a pH that was not properly adjusted.
- One of the four ventilation bulbs was not functioning.
- The report noted that a probe thermometer was not available and that the prep cooler lacked a monitoring thermometer.
- The three-compartment sink, equipped only with a sprayer, was seen missing a faucet.
- The women’s restroom door failed to self-close because the bottom edge caught on the floor, and that the men’s restroom door had a broken self-closing device.
- Personal purses and clothing were seen stored on the side of the cook line prep table.
- The back door was found to have an air gap at the bottom.
- The report also noted that several areas of the kitchen, including the cook line, prep sink, and back prep area, had peeling paint on the walls.

Lotus Fusion

- When: December 1, 2025
- Where: 1620 W El Camino Ave, Sacramento, CA 95833
According to the inspection report, Lotus Fusion, known for Chinese cuisine, received citations for the following food safety issues:
- The report noted that cooked chicken, overfilled to a depth of 5-6 inches, was improperly held in cold top 1 at 125°F. A container of cooked beef measuring 125°F and also filled to at least six inches was found on the cook’s center cart. Egg rolls measuring 123°F on the fry basket were also out of temperature.
- There were major violations involving fried chicken, pork, and chow mein noodles held at room temperature without TPHC documentation.
- Inspectors noted that employees did not demonstrate proper knowledge of thermometer use or TPHC procedures.
- Food handler cards were incomplete, and some records were missing onsite for review.
- A frozen container of beef was found thawing improperly on a cart near the mop sink.
- The report listed multiple areas with grease buildup, such as ventilation hood filters, the floor beneath the fryer and cook line equipment, and the space between the fryers. More grease build-up was found on cooler door exteriors and handle undersides, the wall around the kitchen hand sink, the back floor corner under the ware machine, handles and exteriors of the one-door and two-door freezers, the monitoring thermometer in prep cooler 2, and even walk-in fan covers.
- Used wiping cloths throughout the kitchen contained no detectable sanitizer, and a sanitizer bucket had not been set up.
- Ice scoops were found placed directly on the mat on top of the ice machine.
- A large strainer of cooked egg roll vegetable filling was discovered draining in a plastic-lined mop sink.
- The report documented that packs of cigarettes were improperly stored on the expedite prep table.
- A missing floor tile beneath the fryer was causing grease to pool in the area.

Follow-up Inspection

Bangkok City Thai Cuisine and Lotus Fusion are expected to correct the violations to earn a green placard. The restaurants will undergo reinspections within 24 to 72 hours of the routine inspection.
