Fijian Sweets Shop and Chinese Eatery in Sacramento Cited for Health Violations

Two restaurants in Sacramento were cited for being non-compliant with the food safety code, including violations like unlabeled toxic substances and evidence of a vermin infestation at the facility.

The Sacramento County health department conducted several inspections on January 27. While Fiji Sweets & Snacks was recommended to shut down, Yue Huang received a yellow placard.

Fiji Sweets & Snacks is a dessert and snack shop with South Asian and Fijian menu items. According to the report, the violations reported are:

  • An active German cockroach infestation was observed throughout the facility, including live and dead adults and nymphs in and around an unused chest freezer, beneath the hand sink, behind the point-of-sale area, and inside the wood cabinet below the point-of-sale. The cabinet alone had 20 live adult German cockroaches, as per the report.
  • Several unlabeled prepackaged sweets and snack mixes were offered for self-service in open-air cases. The operator said that items were packaged at the Hayward location and were delivered without labels.
  • Excess unused cardboard was stacked near upright coolers, the restroom door, and on retail shelving.

  • Cardboard was used as a liner material inside a one-door display cooler and on a pallet storing dry goods for sale at the front retail area. Cardboard is not an approved liner. The report asked the eatery to discontinue use immediately.
  • Three light tubes above the retail area were non-functional and must be replaced to ensure adequate lighting, as per the report.
  • The restroom did not have a required handwashing sign. A handwashing sticker was provided during inspection.

Yue Huang

  • Where: 3860 Truxel Rd, Sacramento, CA 95834

Yue Huang offers authentic Cantonese flavors in Sacramento. According to the report, the violations were as follows:

  • No paper towels were available in the paper towel dispenser located at the far end of the cookline near the steamer.
  • One bag of cooked rice was observed at 67°F on the prep counter. The employee discarded the rice during the inspection. This violation was corrected on-site.
  • Several trays of cooked duck (67°F-70°F) and cooked egg rolls (78°F-79°F) were seen covered inside the walk-in refrigerator. Staff noted that the items had been cooling for three hours. It was corrected on-site.
  • Black residue was observed inside the ice machine.
  • Multiple uncovered food items were observed in all refrigerators. Education was provided on proper food storage hierarchy from top to bottom shelves: ready-to-eat foods; fish and eggs; whole cuts of raw beef and pork; ground meats; and raw poultry.
  • One unlabeled spray bottle was observed next to the dry storage rack.
  • A flour container was stored beneath a hand soap dispenser next to a hand sink and was relocated during inspection.
  • One bag of dried fish was found stored inside a moldy cardboard box in the walk-in refrigerator.
  • Old food debris was observed on the floor beneath the cooking equipment and shelving.
  • Grease filters in the ventilation hood system were unclean. Dust accumulation was observed on fan guards inside the walk-in refrigerator.

  • One broken flour container lid and deteriorating door gaskets were observed on a four-door reach-in refrigerator.
  • Several tongs were improperly stored hanging below the wok station.
  • Multiple wiping cloths were tested and found to contain 0 ppm sanitizer.
  • The mop sink Y-splitter connection was missing a required hose bibb anti-siphon device.
  • One unused chest freezer was stored outside near the dumpster area.
  • A gap was observed at the bottom of the back door. All gaps must be sealed to prevent pest entry.
  • Deteriorating floor grout was observed throughout the facility.

According to the official report, Fiji Sweets & Snacks was recommended to shut down due to vermin infestation. The eatery is expected to practice good vermin monitoring and get rid of harborage areas. Once the establishment has corrected all the violations, it can request the health department to schedule an appointment for a reinspection.

As per the report, Yue Huang received a yellow placard, and a follow-up inspection will be conducted within 24-72 hours. The restaurant is expected to correct all the violations to secure a green placard.
