Sip & Forage, a new food cart pod from developers Tim Weiskind and Steve Master of Master Development, is set to open in August at 1900 SW 5th Ave in downtown Portland, right on the edge of the Portland State University campus. The project, which has been in the works since late 2025, will bring up to 20 food carts to a 20,000-square-foot fully fenced and gated lot, alongside covered outdoor seating, natural gas hookups, high-speed internet, and a full bar cart on-site.
The anchor of the pod will be Extra Credit, a bar concept housed inside the old bank building on the property, giving Sip & Forage an indoor social anchor that most food cart pods in the city don’t have. Master Development has partnered with ChefStable, the hospitality group led by Kurt Huffman, to bring the project to life.
The location is about as strategic as it gets. Sitting steps from PSU’s campus, plus 14,165 downtown residents and 10,324 housing units within a half-mile radius. Downtown foot traffic has increased 54% since 2021, according to figures shared by the development team, suggesting the timing couldn’t be better for a new food destination in the neighborhood.
Portland’s food cart scene has long been one of the city’s defining culinary institutions, and a well-funded, well-designed pod in the heart of downtown with this kind of foot traffic has all the ingredients to become one of its most important new additions.
