Che-Che Bar is coming to 13852 NE Sandy Blvd in Portland, with a full liquor license application filed with the City of Portland on July 2, 2026. The application, submitted to the Oregon Liquor and Cannabis Commission for city recommendation, lists the bar as a full-on-premises license holder with 33 seats and daily operating hours from 8 am to 2 am. This wide window suggests the concept will serve both daytime and late-night crowds.

Walter Lucen was listed as the business owner in public records; no concept information or entertainment programming was disclosed. The application lists no live music, a DJ, or outdoor seating, suggesting a more intimate indoor experience.

The space was previously home to Sabor Catracho, a Honduran restaurant that served the Parkrose neighborhood before closing. The address sits in one of Portland’s longest and most eclectic commercial corridors, NE Sandy Boulevard, which features a diverse mix of bars, restaurants, auto shops, and independent businesses along its length.
