RangeWater Moves Toward Development of Old Exide Site In Capitol View

The developer has plans to construct more than 320 units at the 8.5-acre site in the Capitol View neighborhood

Developer RangeWater Real Estate is moving closer to development at the site of an old Exide battery plant at 1246 Allene Ave., according to new permit application filed this week. A consultant for the developer filed a multifamily land development permit application for the site on Wednesday, listing a cost of construction of about $3.3 million.

Atlanta-based RangeWater submitted plans in September for the four-story construction of 323 units at the 8.5-acre site in the Capitol View neighborhood. The project will consist of three multifamily buildings and an amenity building, a site plan for the development shows.

The project ran into opposition in October when multiple parties, including the Capitol View Neighborhood Association, voiced opposition to it ahead of a Fulton County Development Authority meeting, SaportaReport reported at the time. Points of contention included complaints of too few affordable units, building design, and traffic concerns.

After delaying its decision, the development authority moved two weeks later to extend a $2.5 million tax break for the project after RangeWater agreed to design changes and 51, rather than 49, below-market-rate units.

RangeWater didn’t respond to a request for comment on its project or this month’s permit filings.

The Capitol View project will include 39 studios, 204 one-bedrooms, and 80 two-bedrooms, according to plans filed with the city in September. At 80 percent of area median income, the below-market-rate studios, ones, and twos are expected to be $1,159, $1,241, and $1,489, respectively.

Plans have also called for 1,200 square feet of commercial space and around 400 parking spaces.

The development requires “significant additional costs” to clean the Allene Avenue site of asbestos and other environmental contaminants, according to a Fulton County Development Authority fact sheet for the project.
