Phase I of the Village at Legacy, a two-phase affordable housing development by Decatur Housing Authority and Preserving Affordable Housing, Inc. (PAHI), is nearing completion. As the initiative progresses, a groundbreaking ceremony for Phase II will be held on Wednesday, June 18, 2025. Key dignitaries will be in attendance, and guests will have the opportunity to tour completed units from Phase I.

Groundbreaking ceremony for Phase II of Village at Legacy
Village at Legacy apartments in Decatur, a two-phase construction project, are set to offer affordable housing units. Decatur Housing Authority and its subsidiary, PAHI, took this initiative for Decatur residents to have affordable housing options. The first phase of the construction began last year and is now ready for tour. Later this year, it will be ready for move-ins.

Inside the Village at Legacy
Village at Legacy sits on roughly 6 of the 77 acres of the former United Methodist Children’s Home site. DHA acquired the property, and with PAHI, the goal of attainable homes came true.
Village at Legacy will offer a total of 132 housing units, out of which 66 are built in phase I and the remaining 66 will be completed in phase II. There will be attainable townhomes and apartment residences, with one, two, and three-bedroom options. Its strategic location and amenities will significantly enhance residents’ quality of life. Although Decatur Housing Authority has served the city since 1938, DHA and PAHI have transformed Decatur over the past 15 years. They acquired and redeveloped more than 634 units, in a constant effort to make the area appealing for residents. However, this first ground-up project for attainable housing, Village at Legacy, is expected to be revolutionary.
