[Drawings] ‘5th and Central’ Adaptive Reuse Moving Forward in DTLA’s Seafood District

Plans call for the redevelopment of three historic buildings into the micro-residential mixed-use community.

An affordable housing adaptive reuse project with micro residential units and ground-level commercial spaces is moving forward in DTLA’s Seafood District, now with the name 5th & Central.

The City of Los Angeles Zoning Administrators in recent weeks issued a Determination Letter approving the project’s zoning change requests with conditions.

Plans for 5th & Central first surfaced in May 2019 when the Coalition for Responsible Community Development submitted an official filing for the project, at 803 – 821 E. 5th Street, spanning across three historic mid-rise buildings.

Project specifics remain largely the same, calling for 95 micro-apartments, all of which are designated as “restricted affordable” with the exception of a single manager’s unit.

Apartments would range in size from 241 to 609 square feet, cutting the required 450 square feet as designated by previous zoning requirements nearly in half.

Several of the would-be-converted buildings date back as early as 1911 operating as a hotel and Salvation Army rehabilitation facility and are situated in the Fifth Street Single-Room Occupancy Hotel Historic District.

It’s unclear when the project would break ground.
