A former tax services office at 2233 Canal St. is set to become Hookah Oasis, a café and hookah bar. According to a permit filing with the City of New Orleans, the café will offer table service for food and non-alcoholic beverages. While the upper Canal Street area between the Central Business District and Mid-City has languished for years, there has been development in bits and pieces. However, the most notable recent commercial developments, such as the opening of a Trader Joe’s on Tulane Avenue, have happened a few blocks off this section of Canal Street.
