Owners Marisol D Jimenez and Heribero Torres have been instructed to keep their food establishment closed until further notice. During the health inspection, multiple major, minor, and out-of-compliance violations were found.

Not all food handlers at the food facility had a California Food Handler Card. Any individual who is involved in the preparation, storage, or service of food in a food facility is supposed to maintain a valid California Food Handler Card for the duration of their employment. Certified Food Managers are exempted from this requirement.

The inspection officer observed another minor violation. Active ware washing was done without the proper temperature needed due to a lack of hot water in the facility.

The inspector directed the correct method to hand wash multi-service utensils in the following manner. Starting with cleaning in hot water and cleanser, rinse in clear water, and immerse in a warm final sanitizing solution of 100 ppm chlorine for 30 seconds. Next, 200 ppm quaternary ammonium or 25 ppm iodine for 1 minute can be used. Immerse the utensils in water for at least 30 seconds at 171 degrees Fahrenheit or above, and allow them to air dry before use.

The unavailability of hot water was a major violation. The inspector has asked to provide hot water of 120F throughout the facility. Four out-of-compliance violations were observed. Raw shelled eggs were stored above ready-to-eat food in the walk-in cooler. All food shall be separated and protected from contamination.

Opened cups of Mangoneada were offered for customer self-service without proper labels. As per the requirement, labels for all customer self-service prepackaged foods have to be provided. The labels are to be in English and must contain the following:

  1. The common name of the product
  2. A declaration of the ingredients used, in descending order of predominance by weight
  3. The name and place of business of the manufacturer, packer, or distributor
  4. The net weight of the product

The inspector observed an in-use scoop stored in stagnant room-temperature water, which must be stored in a sanitary container. The facility needs to store in-use utensils in a sanitary container. Clean the utensils at least every four hours. They are also asked to remove the debris from underneath all equipment in the facility. The official inspection report is attached for public discretion.

Food protection and food-borne illness investigations lead to restaurant health inspections. Through education and surveillance, collective health for the community can be achieved.
