Two Restaurants Fail Recent Health Inspection in Orange County

Orange County health officials shut down two local food facilities after failing health checks detected serious pest control problems. The conditions in the two restaurants presented immediate health risks to consumers.

Mission Donuts was shut down in an inspection after officials detected signs of rodents throughout the restaurant. The facility was cited for multiple violations in addition to pest activity.

Inspectors identified rodent signs at various places, such as the floor under the dry storage shelves, storage containers, near the water heater, under the 2-compartment sink, and in the rear of the ice machine. The building had structural issues such as holes at the back of the 2-compartment sink, over the water heater, and at the back of the water heater.

Other infractions were food-holding temperatures. A reach-in white cooler was storing food items at 47°F, exceeding the maximum safe temperature of 41°F. Ham stored in the cooler for more than four hours had to be discarded, weighing 4.5 pounds.

The restaurant also had violations related to food protection and equipment maintenance. Icing and toppings were left out with no covers, and the white reach-in cooler was not properly maintained. Personal belongings were stored with food all over the facility.

On the reinspection visit, Toyo Sushi & Roll was shut down for failing to address the cockroach problems found on the initial inspection of May 21, 2025. The restaurant was trying to reinstate its permit when further violations were discovered.

During reinspection on May 22, one live cockroach on the kitchen floor and two dead German cockroaches near the 3-compartment sink were seen by inspectors. Although the restaurant provided a pest control receipt dated May 21, 2025, cockroach activity persisted.

The facility had structural deficiencies that created conditions conducive to pests. Missing base coving on walls behind refrigerator units, which revealed holes and crevices, was observed by the inspectors. The wall behind the grease receptor was not in good condition and required to be sealed with caulking during inspection.

Cleanliness violations were also observed around the restaurant. Food debris was found in the under-counter area under the display refrigeration unit and on floors under cold top units placed around the area cashiers.

Both eateries have to remove pest activity, repair structural damage and thoroughly clean all affected surfaces before they can schedule to be reinspected and reopened for business. The closures were carried out under Orange County’s health and safety regulations, and they must remain on guard to ensure safe dining environments.
