A building near Portland Union Station will serve many functions including housing a bar and speakeasy.

An application was submitted under the name The Downbeat for 433 NW 4th Avenue in Old Town. This is a project from Creative Homies, a company debuting a multi-level space for people to meet and socialize. Jessie Burke, a partner with the project, said the space is under construction and is set to open around January.

The company, started by Cyrus Colman and Adewale Agboola, advertises the building as “created by and for the BIPOC community.” This is at the corner of NW Glisan Street and NW 4th Avenue, close to Portland Union Station. Construction on the project was first announced in August via an Instagram post from Creative Homies.

“We’ve poured in countless hours, made real sacrifices and held onto our unwavering belief in what we’re building,” said the post. It also mentions the company received a $100,000 grant from the Prosper Portland Reimagine Oregon Economic Opportunity Fund.

Burke said food will be served at the new bar along with drinks. The basement is planned to be an intimate speakeasy called The Black Note, and The Downbeat will be the jazz bar. The team has also been seeking tenants to take over the upper floors.

From conceptual pictures, the first floor will have areas for socializing and meeting, the second floor will have work areas, and the third will have a game room and photoshoot area. This project is a large undertaking,
