An Ice Cream Shop in Sacramento Receives Red Placard After Inspectors Note Violations

The Sacramento health department conducted a routine inspection at Icicles on December 10. Inspectors reported multiple violations, including the presence of a cockroach and unlabeled chemical bottles.

Icicles makes handcrafted ice creams from scratch using fresh ingredients. According to the inspection report, the ice cream shop was not in compliance with the food safety code, resulting in a temporary suspension of its health permit. Some of the violations are:

  • The report found two expired Food Handler Cards during the inspection.
  • The warewashing room did not have a hand soap dispenser. The report also noted a squeeze bottle of soap next to the hand sink.
  • The report noted cheesecake chunks kept at 45°F inside the 2-door upright custard cooler.
  • The facility is expected to provide at least 100°F at all hand sinks and 120°F at other sinks. However, during the inspection, hot water measured 93°F at the food prep hand sink, 89°F at the 3-compartment sink, and 87°F at both restroom hand sinks.
  • The report noted that one dead German cockroach nymph was found on the floor below the 3-compartment sink.

  • The cold-top cooler measured at 46°F, and the upright custard cooler measured at 42-44°F, which required repair within 24 hours, according to the report. The report further mentioned that one light inside the custard cooler was out with heavy ice buildup. The restaurant had used cardboard and tape as door stoppers on the upright fridge.
  • A broken well was seen holding marshmallows, and a cracked 7-liter bin was seen holding Oreo cookies. Marshmallow well was replaced.
  • The sanitizer bucket was measured at 50 ppm chlorine and must be maintained at 100 ppm chlorine or 200 ppm quaternary ammonia. Several degraded wiping cloths were hung to dry over the 3-compartment sink.
  • The report noted unused equipment stored throughout the facility. Some included ice cream rolling equipment and an upright refrigeration unit, stored in the washing machine area and near the restrooms.
  • A porous wall behind the reach-in freezer and cold-top cooler area was missing FRP.
  • A self-serve boba machine was installed in the dining area with drainage routed into large plastic pails.
  • The report noted that the Permit to Operate has expired.

According to the inspection report, the facility’s health permit to operate was suspended due to the lack of hot water. The restaurant is expected to correct all the major and minor violations to earn a green placard and have its health permit reinstated.
