Vietnamese Restaurant and Chinese Eatery Cited for Health Code Violations

The Sacramento health department carried out health inspections in the area on January 29. During the inspections, Quan Nem Ninh Hoa received a yellow placard, while Yum Cha Cafe was issued a red placard.

Quan Nem Ninh Hoa is a Vietnamese restaurant that serves build-your-own summer rolls along with a variety of traditional Vietnamese dishes. The inspection report cited the following violations:

  • Noodles were stored above the cook line unattended at 64°F. The report said the food was being held at an unsafe temperature without time or temperature control. Staff immediately returned the noodles to refrigeration.
  • A container of round noodles and a container of rice were stored in a two-door upright cooler with an interior temperature between 47-48°F. The report said the noodles had been prepared the night before and stored overnight, and they did not cool from 135°F to 41°F within the required six-hour window. The noodles and rice were discarded.
  • Crab sauce was observed cooling improperly at 185°F, with hot pans placed directly into an upright freezer. The hot sauces were removed from the freezer and divided into multiple shallow pans, and then began rapid cooling using an ice bath.
  • An expired food manager certificate was posted on site. The report said this was a repeat violation.
  • The ice machine interior had black and brown residue on ice-making components.
  • Old rodent droppings were found around wine bottles and electrical equipment at the front storage shelving, and near boxes of packaged to-go cups. The report said there were no gnaw marks and no food contamination observed.
  • A bin of lettuce was draining on the three-compartment sink drainage board, creating a contamination risk.
  • A scoop with its handle stored directly inside a rice container created a contamination risk. The scoop was removed and stored properly.
  • Heavy oil and grease buildup was present around the cook line equipment, prep tables, and floors under cooking equipment.

  • A two-door reach-in cooler had a deteriorated door gasket seal. Shelving across the cook’s line and a bottom shelf were deteriorated with exposed or non-smooth surfaces.
  • A cardboard box containing to-go containers was stored on the floor beneath a food prep table.
  • Ventilation filters had heavy oil buildup, and there was excessive dust on the air vents at the rear air conditioning unit. The report said the ventilation filter issue was a repeat violation.
  • A loose toilet paper roll was stored on top of an empty dispenser.
  • Employee personal items were stored in unapproved locations in food prep and storage areas.
  • Three floor tiles were broken near the three-compartment sink.

Yum Cha Cafe

Yum Cha Cafe is a Chinese restaurant known for offering an extensive and varied menu. According to the report, the violations mentioned are:

  • The inspection report found multiple foods held under Time as a Public Health Control beyond their allowed time limits, including pork stomach, BBQ pork, sesame balls, deep fried dumplings, BBQ buns, shrimp balls, pork feet, fried fish, and steamed pork. All affected items were voluntarily discarded on site and marked corrected.
  • The report pointed out that rodent droppings were found in direct contact with open flour sacks on a metal cart in the back dry storage room, along with additional droppings on the cart and on the lid of a bulk flour container.
  • More than 30 droppings were observed around oyster sauce boxes, and one dead mouse was found in a glue trap near hoisin sauce boxes on the floor.
  • The tabletop opener was found to be unclean.
  • Boxes of food sauces in dry storage and one food container in the walk-in freezer were stored directly on the floor.
  • The facility was using a household microwave and a non-commercial ice machine.
  • Tongs were stored on oven bar handles, which is not an approved storage location. The report also noted that knives used for butchering pigs were stored in a floor sink.

  • The drain line under the three-compartment sink had only a one-inch air gap and lacked proper slope. The prep sink drain line was improperly installed in the floor sink.
  • There was a gap under the interior back screen door. A door sweep must be installed or the door repaired to block pest entry.
  • The fiberglass-reinforced panel (FRP) under the prep sink had separated from the wall.
