A new tea house is brewing in the heart of Sacramento.
Parlour on 10th is coming soon to 2112 10th St, promising a modern take on the classic high tea experience. According to business filings, the venue is owned by Joanne and Stephen Samuels, who are currently finalizing their plans with the city before construction begins.
Describing itself as a “modern high tea experience steeped in art,” Parlour on 10th aims to be more than a special-occasion spot. The owners plan to showcase local artists, offering guests the chance to discover—and purchase—art on site.
The couple’s vision reimagines high tea as less about rigid etiquette or tiered trays of cucumber sandwiches and more as a welcoming, relaxed space for brunch, lunch, happy hour, or simply connecting with friends.
“Parlour on 10th hopes to be a regular spot, not just a special occasion,” their website notes. “We intend to give Sacramento a high tea where everyone feels welcome, stays a little longer than expected, and lets their guard down.”
At the heart of Parlour on 10th is connection. The Samuels envision tea as a gentle invitation to gather, meet new people, share stories, and enjoy being present together. With unexpected flavors, immersive design, and a setting that sparks conversation, the tea house aims to blend tradition with “curiosity, creativity, and play.”
