Mixed-Use Picfair Village Proposal Gets Green Light

The development will take shape near the intersection of West Pico Boulevard and South Curson Avenue

The Los Angeles planning department has given approvals to a developer’s plans for a seven-story, 40-unit mixed-use multifamily building in the Picfair Village area, according to a determination letter posted by the city last month.

The planned development is being led by an affiliate of real estate investment firm APPA Real Estate and will replace a two-story, four-unit apartment building and one-story commercial building at 5560 – 5566 W. Pico Blvd and 1401 S. Curson Ave. Owned by a pair of entities formed by Michael Reinis, the project site is at the southwestern corner of the intersection of West Pico Boulevard and South Curson Avenue.

Approvals granted last month allow for Tier-2 project incentives under the city’s transit-oriented communities program, including a 60-percent density bonus and a 20-percent reduction in required open space, according to the determination letter. Per the TOC program, the developer will reserve four apartments for extremely low-income households, plans show.

The approximately 82-foot-tall, 29,000-square-foot building will hold 12 studio apartments and 28 one-bedroom apartments, along with 1,350 square feet of ground-floor retail and restaurant space.

Plans also call for about 3,200 square feet of open space consisting of private balconies, a recreation room, and a roof deck. The project will also include 390 square feet of landscaped area, according to the determination letter.

The development will provide 25 parking stalls in an at-grade and above-grade parking garage accessible via driveways from a public alley to the south of the project site. It will also provide space for 52 bicycles, plans show.

Designs for 5560 – 5566 W. Pico Blvd are being led by Los Angeles-based Khal Khaireddin Architects.
