A Thai Restaurant and Breakfast Spot in Philly Cited for Health Code Violations

Morning Glory Diner and Pattaya Thai Cuisine were recently cited for multiple violations following routine inspections by the Philadelphia Department of Public Health. Health officials visited both establishments on July 28 to assess their compliance with required health regulations.

The inspectors discovered incorrect food hold temperatures and rodent activity, among other major violations. Both restaurants must correct the violations to remain in operation.

The inspectors visiting the Morning Glory Diner discovered the presence of mice in the facility. Inspectors found mouse droppings in several areas, including beneath the food prep sink and inside the basement storage room.

Several refrigeration units had rust-covered shelves. The accumulation of food residue near the front service food prep area had left the outer surfaces in need of cleaning. Dust had accumulated on the air vents in the restroom area, which required cleaning.

Other key sections in the facility that required thorough cleaning were the areas under the equipment and the sink in the food prep area. In addition to debris and grease, these areas in the venue also showed signs of mouse droppings.

Inspectors identified the rear basement storage area as unclean, given the presence of debris and mouse droppings. The inside of the mop sink in the basement area required cleaning, as it was stained.

The hood filters in the food prep area were clogged with dust and grease. The inspection report was published online.

The person in charge failed to provide a valid City of Philadelphia Manager food safety certificate when the inspectors reached the facility. They were given the class manager certificate only.

Beverages blocked the food prep area’s handwash sink, making it difficult for employees to use. Inspectors noted missing soap at the sink as well.

Uncovered bowls without handles were stored in direct contact with bulk food ingredients. The sanitizing solution in the three-compartment sink tested below the required concentration levels.

Precooked food in the reach-in refrigerator was held at 45°F instead of the recommended 41°F or below. Pots, lids, and spoons were not being stored properly at the facility after cleaning.

Scratches on the cutting boards at the restaurant were preventing effective cleaning and sanitizing. Inspectors observed that a reach-in refrigerator unit was operating at 45°F, which is above the required cold holding temperature of 41°F or lower.

QAC test strips were missing at the food facility. Facilities are required to monitor sanitizer concentration in the sink using test strips. The areas surrounding the walk-in coolers and freezers revealed an accumulation of food debris. To view the report, click here.

Follow-Up Inspection

Morning Glory Diner was unable to achieve a satisfactory compliance status at the end of the inspection. The facility should address the violations promptly, following which the department will conduct a reinspection.

Since a valid food license was not produced during the inspection, the officials advised the facility to contact the Department of Licenses and Inspections (L + I) for renewal. After a complaint inspection, the Department of Public Health will issue a License Eligibility Report (LER).

Pattaya Thai Cuisine is required to have a City of Philadelphia Department of Public Health Food Establishment Personnel Food Safety Certificate. Failure to submit the application within 30 days could result in an order to cease operations.

Both facilities should take corrective actions in order to achieve compliance with the health standards. If the violations aren’t resolved, the health department may revoke the license and take further action.
