Real estate developer Toro Development Company (TDC) has announced plans to kick off construction for a new multifamily development within Cumming City Center this month. Named ‘Overlook,’ the latest project will add 301 residential units to the growing mixed-use district.
TDC Unveils Overlook: New Multifamily Development in Cumming City Center

TDC is ready to begin construction on Overlook after acquiring the land and securing financing, with the first units expected to deliver in 2027.
The multifamily development is designed to energize Cumming City Center’s mixed-use environment through a “feet on the street” approach. The 301 new residences will help support the district’s shops, eateries, parks, and other amenities across the 95-acre site.
“Our mixed-use and multifamily experience consistently proves that feet on the street drives the success of other uses,” said John Kelley, TDC’s Chief Development Officer. “Overlook will harness the existing energy at Cumming City Center, while also powering the continued momentum of the overall mixed-use community.”
Amenities and Features
Overlook will feature amenities designed to make daily life easier and foster community connections. Amenity highlights at the latest multifamily project include a resort-style pool, courtyard and social courtyard spaces, a sky lounge, fitness center, a dog park, and micro-offices.
Involved Parties in the Project
Pinnacle Financial Partners offered the required loan for the latest multifamily development. EBSCO Real Estate brings decades of experience investing in and managing commercial and residential properties across the Southeast. The company has demonstrated disciplined sourcing, risk evaluation, and an emphasis on operational excellence and elevated design.
Helmed by Jimmy Adams, the company is backed by globally known EBSCO Industries, Inc. The latter serves real estate, outdoor products, information services, manufacturing, and more industries in 23 countries and employs more than 4,500 people.
Cumming City Center’s Growing Connectivity
The mixed-use district is rapidly growing owing to a mix of convenient suburban location, strong schools, and closeness to Lake Lanier. With population growth of 38% over the last five years, the expansion of GA-400 can further improve connectivity of Cumming City to the greater Atlanta region.
About Toro Development Company
Toro Development Company transforms underperforming properties into vibrant mixed-use communities. These ‘third places’ deliver enhanced rental performance and asset valuations, which TDC refers to as ‘The Third Place Effect.’
Led by veteran developer Mark Toro, the TDC team delivers superior communities, such as Edge OTB, Avalon in Alpharetta, Anthem on Ashley, Colony Square, and Atlantic Station in Midtown Atlanta, and BOHO4W (now Camden Fourth Ward).
Besides Overlook, TDC is currently working on a 43-acre mixed-use community Medley. The $560 million project is set to open on October 29 in Johns Creek. Medley will feature 883 luxury apartments and townhomes, along with 164,000 square feet of retail, restaurant, and entertainment space. Other offerings are a 150-key hotel, a 25,000-square-foot plaza, and 110,000 square feet of office.
TDC’s latest announcement on Overlook reflects its strategy of delivering high-impact residential development within thriving mixed-use environments. With construction slated to begin this month, the project is poised to elevate Cumming City Center’s position as a mixed-use location in metro Atlanta.
