During an inspection on February 25, the Philadelphia health department carried out a routine inspection on Shaxian Delicacies. Sanitation issues were among other violations that were flagged during the routine check.

Shaxian Delicacies serves Chinese cuisine, including noodle soups and rice dishes. According to the report, the violations noted were:
- Potentially hazardous ready-to-eat rice dessert that was stored in the walk-in cooler was not date-marked.
- Bulk food ingredient storage containers were not labeled with the common name of the food.
- Rat feces were observed on a wall ledge in the basement storage area, the report said.
- Gaps in the metal basement trap door created an opening that does not protect against the entry of insects and rodents.
- Food containers in the rear storage area were not stored at least six inches above the floor.
- Food employees were seen not wearing or wearing ineffective hair restraints.
- Moist wiping cloths were observed lying on tables and equipment instead of being stored in a sanitizing solution.
- The report mentioned that common bowls or containers without handles were in direct contact with bulk food ingredients.
- A cleaver was stored between the table edges and a refrigerator in an area that is not easily cleaned or sanitized.
- A microwave oven in the kitchen was not NSF or ANSI approved.
- A cutting board had deep scratches and scarring.

- Crates were used for storage instead of approved shelving in the dining and storage areas.
- The report said grease and soil accumulation were observed on the exterior surfaces of cooking equipment and shelves.
- Cleaning was needed on interior walk-in cooler racks and surfaces in the basement storage area.
- Dust was observed on a ventilation cover inside the toilet room.
- Additional rat feces were observed on a wall ledge in the basement storage area.
- Dust and debris were observed on floor surfaces in storage, food prep, and basement areas, the report said.
- The kitchen ceiling and vent covers required cleaning in the dining and hallway areas.
- Old and unused equipment stored in the basement provided harborage for vermin
- A broom and dust pan were stored on the floor instead of on a designated rack.
- Hood filters had an accumulation of grease.

Follow-up Inspection

According to the report, Shaxian Delicacies is not in satisfactory compliance, and a corrective action is needed to eliminate the violations. Failure to do so will result in the revocation of the health license and other legal action.
