Oak Room Restaurant Poised to Elevate Upcoming Hotel Eleanor in Downtown Sacramento

Sacramento’s historic Capitol National Bank building is transforming into Hotel Eleanor, where the Oak Room is expected to spotlight seasonal, farm-forward dining.

The century-old Capitol National Bank building in Downtown Sacramento will soon be revitalized.

Hotel Eleanor, a 95-room hotel currently under development at 700 J Street, promises to bring refined hospitality to the heart of the city. The seven-story, granite-clad structure across from the Golden 1 Center arena is undergoing an adaptive reuse project led by developer Roger Hume of Hume Development, with design by HRGA.

A Commercial AMMR application filed on March 13, 2026, outlines a $15 million plan to upgrade fire safety systems and support the conversion, preserving much of the building’s historic exterior while reshaping the interior for hotel and restaurant use.

Hume purchased the 1915 building in 2024 for $11.06 million and is investing $30 million in renovations to position Hotel Eleanor as Sacramento’s first five-star hotel. The project will preserve the building’s ornate granite facade, bronze-framed windows, and terracotta detailing, maintaining the character of the historic structure.

“By maintaining the exterior’s architectural authenticity and creatively repurposing interior spaces, the project not only pays homage to Sacramento’s rich history but also introduces a unique blend of heritage and modern luxury to the heart of downtown,” reads a page on the HRGA website.

At the heart of the hotel’s appeal is the Oak Room, a restaurant designed to highlight Sacramento’s Central Valley agricultural bounty. Positioned within a growing tier of hotel restaurants that prioritize locally sourced, seasonal ingredients, the Oak Room emphasizes “considered comfort rather than spectacle,” according to a page on the En Primeur Club website.

Large signage above the J Street entrance and oculus window will announce the restaurant to passersby. In addition to the Oak Room’s dining room and the hotel lobby, the ground floor will include a 2,140-square-foot banquet hall.

Plans also call for a basement dining or bar space in the former bank vault, with a mezzanine hosting a spa and function meeting rooms, according to a 2024 SF YIMBY report. Guest rooms will occupy floors two through seven.

With construction progressing and permits in place, the Oak Room is poised to become a must-visit destination for travelers and locals alike. Hotel Eleanor’s website lists a targeted winter 2026 opening.
