The Philadelphia Department of Health conducted a routine health inspection at Delicias Criollas Philly. The restaurant was cited for multiple health and safety code violations. The violations noted in the report were improper storage of food items, fly activity in the facility, and a lack of supplies in the handwashing sink.

Delicias Criollas Philly is a Dominican restaurant serving traditional dishes such as Beef and Queso Empanada. According to the official inspection report, the violations noted are:
- The report stated that the paper towel dispenser was empty at the handwashing sinks in the kitchen, basement, and restroom. Soap was also not available at the handwashing sink in the kitchen area. A scoop was found deep inside the ice bin.
- The report noted that cooked food was stored in a shopping bag. The person in charge discarded the meat during the inspection.
- In the 3-bar warewashing sink, the quaternary ammonium concentration in the sanitizing solution was measured at 50 ppm, rather than 200-400 ppm as per the manufacturer’s user directions.
- The PIC provided the correct sanitizing solution at 200 ppm during the inspection.
- The dough mixer was found dirty in the basement area. The report stated that food items were not marked with dates throughout the facility.
- The temperature measuring devices for ensuring proper food temperatures were not available in the facility. Bulk food ingredient storage containers were not labeled with the common name of the food.
- The report noted visible evidence of insect activity (house flies) throughout the restaurant.
- Moist wiping cloths were found lying on the prep table and were not stored in the sanitizing solution.

- A non-NSF/ANSI-approved three-chest freezer unit was observed in the facility. A defective reach-in freezer was found in the basement area.
- Deep scratches and scoring marks were noted on the cutting boards, which did not allow effective cleaning and sanitizing.
- Raw wooden shelves were found in the front service area. A drainboard or adequate shelving was not found at the warewashing sink to allow storage of soiled and/or clean items before and after cleaning.
- Peeling paint was observed on the floor inside the walk-in cooler, accumulated ice was noted inside the chest freezers and reach-in freezer in the basement area, and a missing cover vent was observed inside the reach-in refrigerator in the front service area. The report noted food debris in the reach-in refrigerator unit gaskets, and rusty shelving was also observed in the reach-in refrigerator in the kitchen area.
- The staff was instructed to provide a backflow preventer or hose bib at the mop sink in the warewashing area. The walk-in cooler was draining into a plastic pan and not into the floor drain.
- Empty cardboard boxes were found on the basement floor, and a porous ceiling was also observed in the cooking area.
- Peeling paint on the floor in the basement area, damaged steps leading to the basement area, and cracked floor tiles in the kitchen area were noted during the inspection. A damaged floor in the front service area and a hole were observed in the kitchen ceiling.
- Debris, residue, cardboard boxes, and a pool of water were observed on the floor in the basement area. One missing light was noted under the exhaust hood.
- Several dead roaches were found behind the walk-in cooler in the basement area.
