A $48.3 million mixed-use development led by Chicago Neighborhood Initiatives has been selected as the winning proposal for the Roseland Michigan Avenue RFQ. Mayor Brandon Johnson announced ‘1Fifteen,’ the 58-unit mixed-use project, as the winning proposal on June 6.

‘1Fifteen’ Announced the Winner of Roseland Michigan Ave RFQ
The mixed-use housing project, headed by the Chicago Neighborhood Initiatives, won the RFQ for the southwest corner of E. 115th St. and S. Michigan Ave. Announcing the winning respondent, Mayor Johnson appreciated their “efforts to serve and revitalize” the neighborhoods.
“My administration sees housing as the foundation for safe, affordable, and thriving communities, and we are proud to select this mixed-use housing project in a community area that needs further investment,” Johnson said.
The City issued the Roseland Michigan Avenue RFQ in 2022. It was for making the most out of the transit-based development opportunities in the Red Line Extension route. The idea was to create support for other commercial projects.
The initiative responds to decades of disinvestment following industrial job losses and other factors during the 70s.
A Michigan Station-based Affordable Housing Project
1Fifteen will replace two acres of vacant city-owned land adjacent to the Chicago Transit Authority’s planned Michigan Avenue Red Line Extension (RLE) station.
The four‑story building will offer 58 affordable apartments. 30 units of 1Fifteen will be available at 60% AMI. Whereas, 27 of them will be offered at 80% AMI. 1 apartment will be at 30% AMI.
The 23,000 sq. ft. area on 1Fifteen’s ground floor will present a commercial space to Chicago residents. A restaurant and a grocery store are expected to be included. Residents could use its market hall for their small ventures. Parking facilities have not yet been determined for the Chicago property.
The 97,000 sq. ft. complex has been designed by Gensler and Beehyyve.
The City acquired the 1Fifteen property through different phases. These developments started in 2005 after the Roseland Plaza shopping mall was shuttered and demolished.
Potential City Support for 1Fifteen
The new Chicago mixed-use development could receive assistance through bond proceeds and Tax Increment Financing. It could also get a land write-down alongside Low Income Housing Tax Credits. The developers could submit their zoning and redevelopment agreement proposals to City Council by the fall of 2025.
The first brick of the mixed-use housing development could be laid in 2027.
Through City assistance and timely construction, 1Fifteen could bring a transformative change in the affordable housing landscape of Chicago. Its commercial space could allow residents to explore business opportunities in the revitalized Roseland community.
