Culver’s is working on bringing its famous frozen custard and butterburgers to Spring. According to a Texas Department of Licensing and Regulation permit, the new Culver’s is expected to open in the former Bank of America branch in Harris County at 18603 Kuykendahl Rd.

The freestanding commercial and retail corner lot is situated along a bustling commercial corridor near major national retailers like Kroger, Starbucks, and McDonald’s.

The permit further details that the construction project for the new Culver’s, set to open in Spring, started late last month and is slated to wrap up toward the end of September 2027. If all goes well with permitting and the estimated $1,850,000 construction project, the new Culver’s should open by next fall.

What Now Houston reached out to franchisee Jeffrey Liegel, owner of S & L Properties Spring LLC, who was listed on the permit, to find out more about the exciting upcoming opening. Unfortunately, we did not hear back by the time of this publication.

“Whether we’re cooking the perfect ButterBurger® to order or scooping up our freshest batch of the Flavor of the Day, we work hard to ensure you will always leave happy,” the Culver’s website reads.

“It all goes back to our small-town Wisconsin roots. We know you have a lot to do and many options to choose from, so we appreciate when you take the time to visit Culver’s. If we can do our part to make your day better – with a wholesome, delicious meal or a heartfelt smile – we’ve done our job.”

Culver’s was founded in July 1984, in Sauk City, Wisconsin, by Craig and Lea Culver alongside Craig’s parents, George and Ruth Culver. The Culver family already had deep roots in the restaurant business, having previously owned an A&W franchise and a resort-style restaurant called The Farm Kitchen in Wisconsin. They bought back their original 1961 A&W property in Sauk City, de-franchised it, and opened the first Culver’s Frozen Custard and ButterBurgers.

The iconic ButterBurger was inspired by Craig’s mother, Ruth, who used to lightly butter the buns at home. The fresh frozen custard recipe was inspired by Craig’s fond memories of custard in Oshkosh, Wisconsin.

“As Craig Culver always says, ‘We never compromise on quality.’ It’s a promise that begins with sourcing the best ingredients and continues through to the way we prepare your meal: fresh, just for you,” the brand’s website reads.

“It’s why we always use fresh, never frozen beef and whole, white meat chicken from America’s family farms. It’s why we only use family farm-fresh dairy for our Frozen Custard. And it’s why every single Cheese Curd we’ve served has come from a Wisconsin dairy farm. We care about where your food comes from because we know you do too.”

The company opened its second location, and first franchise, in Baraboo, Wisconsin, in 1990. In 1999, the Culver Franchising System, LLC opened its offices and learning center in Prairie du Sac, Wisconsin, just a short distance from the original restaurant. The chain expanded steadily across the American Midwest, South, and East regions. There are now more than 1,040 Culver’s restaurant locations across 26 states in the United States.

Texas has about 15 to 20 Culver’s locations, though the exact count changes as new ones open. The Greater Houston region has five.

What Now also reached out to Culver’s Senior Director of Operations, Kevin Foster, to find out more about expansion plans. But we did not hear back by the time of this publication.

“We also know quality is something you can taste. So every ButterBurger is cooked to order and topped with a lightly buttered, toasted bun. And our Fresh Frozen Custard is made in small batches right in the restaurant all day, every day. It’s not the easiest way to do it, but we believe it’s the right way,” the Culver’s website reads.

“Hospitality has always been near and dear to our hearts. So, dining in or on the go, we make a point of treating you the way we’d want to be treated. From holding a door to asking about your meal, it’s our pleasure to serve you – and we do it with a smile.”

Check it all out for yourself when the new Culver’s opens in Spring at 18603 Kuykendahl Rd by fall 2027.
