Burlington is gearing up for a major opening. According to a Texas Department of Licensing and Regulation permit, the national off-price retailer is set to open in the First Colony master-planned neighborhood of Sugar Land, within the Market at Town Center shopping plaza at 2745-C Town Center Blvd. North.
The permit further details that construction on the new 25,148-square-foot Burlington just got started and is slated to wrap up at the beginning of March 2027. If all goes well with permitting and the $1 million construction project, the new Burlington to come to Sugar Land should open by next Spring.
At the helm of the opening is Burlington’s Houston Operations Manager, Rahsaan Dennis. What Now Houston briefly spoke with Dennis, who confirmed the opening. Unfortunately, he was unable to share further details by the time of this publication.

Burlington (originally known as Burlington Coat Factory) began in 1972 when founders Monroe and Henrietta Milstein purchased a former dress factory in Burlington, New Jersey, using $75,000 from Henrietta’s savings. The store initially focused on selling discounted, first-quality coats and outerwear bought in bulk directly from manufacturers. By the late 1970s and 1980s, the company expanded its inventory to include sportswear, suits, children’s apparel, and home goods. Milstein took the company public for the first time with an initial public offering (IPO) in June 1983. By 1990, sales surpassed $600 million, and the chain grew past 180 stores across dozens of states by 1994, reaching $1 billion in sales.

In 2006, private equity firm Bain Capital acquired the company for more than $2 billion, taking it private. In 2009, the company officially shortened its name and rebranded from “Burlington Coat Factory” to Burlington to reflect that coats made up only a portion of its broader off-price apparel and home goods selection. Burlington joined the Fortune 500 in 2016 and expanded its store base by acquiring prime retail spaces from bankrupt competitors like Bed Bath & Beyond and Conn’s.
Headquartered in Burlington Township, New Jersey, the company now operates more than 1,200 Burlington stores across 47 states and Puerto Rico, ranking as the third-largest off-price retailer in the United States behind TJX (TJ Maxx/Marshalls) and Ross Stores. There are about 164 Burlington stores in Texas, with at least 35 stores in the Greater Houston region.
What Now also reached out to Burlington President and COO, Travis Marquette, to find out more about further expansion plans. But Marquette did not get back to us by the time of this publication.
