Carmel Partners‘ plans for a 153-unit East Hollywood project are heading back in front of the Los Angeles Planning Commission on Thursday following appeals by residents of the planning department’s previous approvals of the project. At the 4629 – 4651 West Maubert Ave. project site, the San Francisco-based developer has plans for a 92-foot, Tier-4 project under the city’s Transit-Oriented Communities Incentive Program.
In addition to other points, appellants Abraham Soghomonian of the Los Feliz Preservation Coalition and Amy Gustincic of the Los Feliz Improvement Association say in separate reports that the planning departments prior approvals represent a violation of Measure JJJ, a 2016 ballot measure authorizing the city’s current TOC affordable housing incentive program. To these and other claims, planning staff conclude the department acted reasonably and recommend the appeals be denied, according to planning documents.
If the project moves forward, it will consist of 98 one-bedrooms, 48 two-bedrooms and seven three-bedrooms, with 17 units, or 11 percent of the total, being set aside for extremely-low income households in accordance with Tier 4 of the TOC program. The site currently holds three multifamily buildings totaling eight units that would be demolished to make way for the new project. Also in accordance with the TOC program, the West Maubert Avenue project site is within about 300 feet of the Vermont/Sunset Metro Station and Metro Rapid Bus 754.
